Sea Level Rise Impact on Coastal Communities Presented by Retired Admiral Joseph Bouchard, PhD. Dr. Bouchard will discuss the significant impact that sea level rise is having on our coastal communities – their economies, infrastructure, and safety of life.  One impact, that will be discussed, is on the value of our coastal property affected by recurring storm surge, tidal flooding and permanent inundation that is becoming more apparent every day.  Dr. Bouchard is currently an independent “all hazards” emergency preparedness consultant. He has broad experience in the impact of sea level rise on national security, infrastructure and the economy. While on active duty he commanded a Destroyer and the Naval Station Norfolk. In 2018 he served on the Governor’s Commission on Climate Change and chaired its Adaptation Working Group. This program was developed by Dr. Bouchard and is administered by the Hampton Roads Chapter of the Appraisal Institute. Attendees are eligible to receive 2.0 hours of Appraisal Institute and Commonwealth of Virginia C.E. credit. Dress is Business Casual.
